Spotlight Initiative Scoping and Evaluability Assessment

The Spotlight Initiative is a flagship programme and a demonstration fund for the Development Reform of the United Nations. With an initial investment by the European Union, the Spotlight Initiative represents one of the largest targeted efforts to end all forms of violence against women and girls.
This scoping exercise aims to arrive at a consulted agreement on the objectives and scope of the final evaluation between the stakeholders to inform the preparation of the final evaluation TOR. The purpose of conducting an evaluability assessment during the scoping exercise is to enable evaluation preparation, identify gaps in available information and provide the basis for an evaluation design that draws on existing evidence and meets the needs of stakeholders to learn lessons, capture results and assure accountability.
The overarching aim of the final evaluation is to assess the initiative’s overall performance, including its design (particularly its commitment to UN Reform and the principle of leaving no one behind), its management and operations (assessing whether it is “fit for purpose”), and the results it has achieved, as measured against its global results framework.
This report helps to set the stage for that final evaluation to be able to get a comprehensive understanding of the Spotlight Initiative’s results and future potential.
